Photoshop and Gimp both have options to resize your image. Resize, save and upload.

Be very careful with the resizing issue. I made a mistake somewhere along the line in my learning curve and did senior portraits, resized them, sent them to the lab, which did a terrific job, but now the senior wants enlargements and my lab is saying I can only go to a size 4x6. It was a hard lesson to learn on resizing. I still don't have it down pat, but be aware, once you resize, you can't return it to the original size. Keep a back up on all your photos.

I can tell you what I do in CS3.

Once I like my photo, I save it. THEN I go to Image> Image size, then change the resolution to 72 ppi. I leave all the little boxes checked, and check "biscupic sharper."

This makes it smaller. Then I go to File > Save for Web > I make sure the file format in the right panel is set to .jpeg, and then when a new screen opens, I give it a name that reminds me this is my web version.

After this, I close the file. HERE'S A REALLY IMPORTANT DETAIL: DO NOT SAVE IT AT THIS STEP!!!!! If you do save it, you'll be saving over your really pretty, full resolution file, and you don't want to do that! You're saving a 2nd itty bitty copy.

I'm not sure how you do this in other photo editing software, but I bet a lot of it is the same.

I've been using a free program called irfanview for a few years. Their site irfanview.com offers a basic download and it offers some explanation on how it works to resize and download your pics. BUT take the great advice in the above response - Play with this by making a "copy" of what you want resized - don't save it as an original (I usually through "irfan" behind the name to tag it) or you'll lose the integrity of that photo and it will never be retrievable

"can't download file"... you mean from your camera to your computer? Do you have enough free space on the hard drive that you are trying to download it to? This is what it looks like to me.

Try cleaning out your hard drive of unneeded files and/or putting your photographs on a separate external hard drive.
