What determines how much DOF is needed.I kinda like the background in focus but thats wrong from all I have read so I'm finding out that I can have a really blurry field or one that is just barely out of focus depending on changing parameters of the camera..........whats recommended slightly out of focus or nearly obscured background

The photographer decides how much dof they want in the image. If it's a landscape photo, you'll want a large dof. It just really gets down to the subject and what effect you would like.

There is no real right or wrong in it, it's a form of artistic expression.
An example of when it does matter, is when you have too little DOF, such as when taking a portait shot and the eyes are clear and sharp, but the ears and nose are blurred. Thats not good.
Another is a picture of 2 people with a very busy and distracting background. If left with a deep DOF, it takes away from the picture. By reducing DOF, you blur the background and place the focus of the picture on the subjects that you want.
