Why does Canon list and/or manufacture both of these lense?

17-55 and 18-55 seems a waste unless the unknown is present and playing with my mind.

I think the 18-55 is strictly a Kit Lens while the 17-55 is a better quality lens in the same basic range.

The 17-55 has is a 2.8 IS which will give more shallow DOF.
The 18-55 is IS and has a range of 3.5-5.6 giving you less DOF.
