I was under the impression that my Rebel XTi 1.6 crop camera would equate a 17-55mm lens to 27.2-88mm on my camera and that on a full frame camera it would equal it's stated length of 17-55mm......but this statements makes me believe it is just the opposite......can someone please explain...

That quote is backwards... lol

It should read:
"Since EF-S lenses only mount on Canon EF-S bodies - which all feature a 1.6x FOVCF - the 17-55mm focal length range always equates to the field of view of a 27.2-88mm lens when mounted on a CROPPED SENSOR Digital SLR."

Yep ....whoever typed that typed it wrong. I just read something on a board, where some guy said the opposite of what it is. He said that you multiply 1.6 for full frame sensors, and he is SOOO WRONG. You were correct because you would multiple the focal length of your lens X your crop factor (mine is 1.6 ) read your manual to find out. So if it was a 50mm it would be like a 80mm on my camera because there is a crop factor.
