Not sure If I posted this in the right area. This is looking south towards the Market Street and Walnut Street Bridges In Harrisburg From City Island...

This place is just fine as far as I am concerned, Woody. :)
Nice composure, serene feel.
How could you improve this picture? By asking yourself what is the main subject of this picture (which you did and answered in the very name), and then metering for it and not something else.
Your bridge has a bit of lost detail due to lower exposure. This is simply because you have metered for the sky/water which is brighter and thus causing your bridge (your subject) to lose detail.
You could have used about a 1-stop increase in exposure compensation *or* metered on the bridge itself. Of course that would mean that you could possibly have an area with a little bit of blownout highlights, but if it was not in a critical part of the picture, this is ok.
In this case, that open area is smack dab in the middle, so, exposure compensation would be the one to help you this time. Increasing it by a 1/2 to 1 full stop would give you added detail in the bridge and not completely blowout the brighter areas around your pic.
Of course you can also say that you wanted to meter for the brightest area and all my suggestions would be for moot... lol

Thanks for the feedback. To be perfectly honest, I'm not really sure what I was going for when I took this photo. I was standing there and just looked in that direction under the first bridge and towards the second one and thought it would be a really cool photo. I did work on the photo in photoshop and I attached that as well If you wanted to compare the two. Either way, I appreciate your feedback, that's how I get better at this...

Beautiful image, Woody....the first one was good but your re-work really brought out the detail in all of it. Great job of editing!
