I selected the pupils and used levels to adjust, then I addzd a white soft light to the whites and finally used the didge tool on the catchlights. It is a low resolution image, it would have been more effective on a high res one

Seems I forgot the upload - well I'm new here :)
A good method to get eyes to "pop" in Photshop and similar programs is:-
Duplicate the layer, apply "colour dodge" blending mode (or try other modes)
Go to layer (top of screen)- layer mask- hide all. Or whatever method you have to apply a mask to the whole image.
Paint over the eyes with white to reveal the "pop". If too much, cut back the opacity on the "colour dodge" layer.
Following the eyes, I went on to isolate other elements (hair, skin, lips) using the same masking method and applying fairly standard "glam" techniques (smoothing and toning skin, painting lips over with red with a "colour burn" blend mode, opacity 10%)
I suppose the hair was an exception to the generally accepted "glam" techniques in that I went for a coarser appearance with increased contrast and colour.

I first cropped it a tiny bit, to add more emphasis on just your faces, added a little backlight to help even out the light in photoscape, then in Gimp, I isolated the eyes and gave them a little contrast, then I added a little bit of white to the eyes. Then I added a canvas texture, and used a couple of brushes for the border. Hope you like it! : )
