I think my shutter speed is too fast for what the assignment is trying to teach (??) at 1/60 (aperture is f/22)
Should I redo the picture?

I was kicked out of the forum when I loaded my message w/picture link. And also, I am unable to see the picture in my post. Does everyone have this problem? If not, what do you think my problem is? (I've noticed that I cannot see pictures in other threads - it seems to be randomly)

I'm trying to "Pan" so that the subject is in focus and the background is blurry (which it is somewhat, but I'm wondering if it's supposed to be even more blurred). It was a sunny day and with the "shutter priority" setting on my camera, I couldn't set the shutter lower than 1/60 with the lense I had with me. So ... should I try the same thing on a day with less light to get a slower shutter speed?

I think you've done just fine. The idea was to portray motion in your image and you have done that. Notice the background is blurred to show that the truck is moving and even the wheels of the truck are blurry so that it looks like they are turning. You have done the assignment correctly, in my eyes.
