Photo transfer paper that does not need heat?

I want to print some images from my inkjet color printer onto paper that would stick to a garmet bag that is plastic. I tried using heat set but I could not get the heat high enough to set the image without melting the bag. I have heard of photo transfer paper that has an adhesive that sticks to plastic that is not heat transferred but I can't find it. Ideas?

I think you just need a big clear sticker sheet. I have seen them in the office supply stores..
