PhotoPlus, http://www.freeserifsoftware.com/ that is the closest to PhotoShop you will get to for free, it's also easier to use in my opinionPaint.NET, http://www.eecs.wsu.edu/paint.net/ this one is easier to use than PhotoPlus but it does not support drop shadowsthe GIMP, http://www.gimp.org/ also very PhotoShop like but I found it harder to use than PhotoPlus or Pain.NET. I didn't like the GIMP very much but I use PhotoPlus and Paint.NET the most.

try gimp. it is free and the next best thing to photoshop i think. u will also have to download the gtk runtime with it. u can find both of them and many other full free softwares on sourceforge.net

Gimp. It runs on a Linux box (natively) and Windows. If you're used to Photoshop or Paint Shop Pro, the interface takes a little getting used to but I find it meets most of my needs and there are plenty of plug-ins.
