What sort of stationery card are you looking for ?
I am sure my Adobe Elements 7 has this function also my printer has these settings already with it?
Will have to check though.
Failing that I am sure there are templates to be had for this,

Hi Marianne from what I understand I think you want to put this photo onto something you can then write on. You can do it in a word document by inserting a text box and then insert a picture from a file into that text box. The print quality will not be that great as you will not be printing on photo paper. Hope this helps.

Thank you all for your ideas! My problem was buying the blank stationery before hand. My printer coulnd't process the photo correctly for the size. It was a scored card that when folded was 5X7 so it didn't go the right direction for the printer. I scrapped the whole project!! Back to the drawing board!!

There were already some great edits done to this, and since the project is no longer active I figured I'd use your image for
a teachable post.
I recently learned another method for doing an oil painting effect with photoshop that's really quite interesting...
At it's core is the use of the Pixel Bender plugin.. this one you can download from Adobe and use for free if you have either CS4 or CS5:

You'll want to choose the oilpaint option from the dropdown menu within Pixel Bender. (work with the sliders a bit to get a feel for what they do)
But then what follows with this technique that I used below is a bit more convoluted.
It involves using the Color Range option (Select>Color Range) and then creating three separate layers, taken from the
resulting Pixel Blender adjusted layer.
The three layers would be a capture of the:
Highlights
Mid-tones
and Shadows
(see screen captures below)
Convert each one of those layers to Smart Objects (that way you can return to edit each applied filter if you want to)
then to each of those layers you'd separately apply the Angled Strokes filter (Filter>Brush Strokes>Angled Strokes)
.....in the Angled Strokes option window use different settings for each layer. What this does is to selectively add cross strokes to the painted effect, giving it a bit more of a realistic feel.
I also added a Spatter effect to the midtones in this edit...
You can experiment from all sorts of angles with this one! I like having the kind of control that working with the tonal ranges
on differing layers gives us! :^)
